В Массачусеттсе -- точно нельзя. Нам в меcтном RMV (Registry of Motor Vehicles) выдали таку вот бумажку:

Visa Classification codes (received from SSA in Feb 1997)
NOT ACCEPTABLE:
B-1 - B-2 (including multiple)
C-1 - C-3
D
W-T (tourist)
W-B
V (visitor)
any SSA Denial letter which states : "No status"

The simple rule is that license applicants must satisfy the RMV that they
are truly a "resident" . (skip)Classification that indicates short-term
"visitor" status is inconsistent with the concept of "residency", and is not
acceptable.
